This tournament consist of 16 of the best teams to not win NBA championships. 80’s Lakers and Celtics teams that lost do not count.
I am only counting teams that never went on to win. I am seeded them by record and home court goes to best record. I have selected these teams based on my own screening process

Knicks Review: You want to talk about a tough team? The prime example of it right here. Ewing, Oakley, Charles Smith, and Anthony Mason off the bench were as mean as it gets. All could rebound and all wouldn’t hesitate to dish out a hard foul when they deemed necessary. The paint was theres in most cases. Not to mention; they had a nice inside-outside play with John Starks three-point streakiness. This team also had a deep bench with the likes of Greg Anthony, Rolando Blackman, Anthony Mason, Hubert Davis and Tony Campbell. The 93 Knicks were also ranked #1 in defense that year.
Heat Review: With a solid nucleus of Hardaway/Mourning/Mashburn, this team was loaded with talent. Voshon Lenard, Sasha Danilovic, Isaac Austin and a rookie Kurt Thomas were also decent bench options. Tim Hardaway might have had his best year as a pro, and Zo was in his prime here. Majerle was a nice roleplayer with that shooting touch, and Mashburn (though he’d already suffered one of his many knee injuries) was a very talented player still.
Backcourt: Tim Hardaway/Dan Majerle over John Starks and Doc Rivers — I think you get slightly more offensive out of the Heat here, and they’re fairly equal on the defensive side.
Forward: Jamal Mashburn over Charles Smith — Smith was a hard nosed player; but the finesse and overall talent goes to Mashburn here.
Frontcourt: Knicks take this here in the most important matchup. Ewing and Oakley were a force to be reckoned with at this point in the 90s. Zo was an incredible defender, but I don’t see him stopping Patrick completely here. Oakley adds in an intimidation factor.
Bench: Knicks take the bench in a big way in my opinion, and further helps them win this series. Riley utilized this team perfectly. One of my favorite "bench teams" ever. One of the best teams to never win a title in the 90s. Whether it was the Bulls or the Rockets who stood in their way.

The Knicks win easily in my opinion. Their front court dominates the Heats front court and you know what ? There back court does too.
They just have overall better players in their line-up and they were very good that year.
